Silk Road Chamber of International Commerce, Changsha signed cooperation agreement on establishing the Belt and Road International Industrial Park

BEIJING, May 16 (People’s Daily) - On the occasion of the Belt and Road Forum for International Cooperation, on May 16, Silk Road Chamber of International Commerce (SRCIC) and Changsha Municipal People’s Government signed strategic cooperation agreement in Beijing. Both sides invest RMB 26.3 billion on jointly establishing the Belt and Road International Cultural Industrial Park in Changsha, Hunan. This project is a significant practice of the government in working together with civil organizations to facilitate the practical cooperation under the framework of the Belt and Road.

Mr. Jianzhong Lu, Chairman of SRCIC, Mr. Jixing Qiu, Deputy Mayor of Changsha Municipal People’s Government, Mr. Martyn Roper, Minister at the British Embassy in Beijing, Mr. Pingfan Hong, Director of Development Policy Analysis Division of UN DESA, Mr. Viktor Tanasiichuk, Minister-counsellor of Embassy of Ukraine to the People’s Republic of China, Mr. Jemal Inaishvili, Honorary Chairman of the SRCIC and President of Confederation of Asia-Pacific Chambers of Commerce and Industry (CACCI) addressed the event. China Chamber of International Commerce (CCOIC), the People’s Government of Hunan Province, leaders of Changsha Municipal People’s Government and guests from chambers of commerce from the U.K., Ukraine, Tajikistan, Turkmenistan, Greece, Argentina, the Philippines, Georgia and Slovenia attended the event and witnessed the signing ceremony.

Mr. Jianzhong Lu, who attended the Belt and Road Forum for International Cooperation in Beijing, said that the speech delivered by H. E. Xi Jinping, Work Together to Build the Silk Road Economic Belt and the 21st Century Maritime Silk Road, was a rousing call for all of us. The Belt and Road initiative aims to deepen international cooperation, pool the resources, address the challenges occurred in world development, solve the development problems and bring new opportunities to boost the world economy. The SRCIC will utilize the full scope of the edges of our 71 member chambers of commerce in culture, tourism and commerce and trade, to further facilitate the multi-layered and multi-disciplinary communications between Hunan Province and international community.

Mr. Jixing Qiu, Deputy Mayor of Changsha Municipal People’s Government indicated that as one of the 10 anchor cities in China, Changsha has outstanding advantages in transportation, opening up, industry complementarity as well as cultural heritage. As a major contributor to the growth of the Belt and Road, the SRCIC serves as a bridge-builder between chambers of commerce and members in information sharing, project matching and cultural exchange. Changsha Municipal People’s Government and the SRCIC work together in partnership and create a new start for win-win. Through common endeavors, the connectivity in policy, infrastructure, trade, finance and peoples between Changsha and the countries along the Belt and Road can be promoted, and Changsha can quicken its pace in making it one of the National Central Cities and leading areas of opening-up in the inland regions.

Mr. Martyn Roper, Minister at the British Embassy in Beijing considered the Belt and Road International Cultural Industrial Park is a key outcome of both sides in implementing the Belt and Road initiative and deepening the practical cooperation. Roper said that the marriage between the SRCIC and Changsha Municipal People’s Government will make the project a highlight of the Belt and the Road.

“The Belt and Road initiative promotes major regional and international cooperation which supports the implementation of Transforming our World: The 2030 Agenda for Sustainable Development. And the SRCIC can make a crucial contribution to drive the world economy and peace.” Said Mr. Pingfan Hong, Director of Development Policy Analysis Division of UN DESA.

 

Located in Ningxiang High-tech Zone in Changsha, the Belt and Road International Cultural Industrial Park covers an area of 455.5 hectares with an investment volume of RMB 26.3 billion. Resting on the international resources and strong financial capacity of Tang West Market Group and Hunan Wenchan Group, the Industrial Park is premised on Four Cultures, namely the Silk Road Culture, History, Folklore and Cultural characteristics and mainly focuses on building “One Center, One Park, Two Headquarters, Two Exhibitions, Two Financial Projects and Three Towns”. By cultural industry clusters and integrating the resources of cultural industry chain, the goal of creating an international art and cultural industry cluster can be realized.

 

“One Center” refers to the International Art Central Business District, which combines cultural communications, exhibitions and trade as a whole. It includes the national bonded areas for artworks and Public Services of Culture available to the public for free. “One Park” is the Silk Road International Expo Park, including the UNESCO Silk Road Cultural Exhibition Center, the Exhibition Hall of Commerce and Cultures of the Silk Road countries. “Two Headquarters” is defined as the Silk Road International Commodities Trading Fair and International Artworks and the Return of Chinese Artworks Exhibition. “Two Financial Projects” stands for the Culture and Art Industry Fund and Culture and Art Industry Insurance Company. And the “Three Towns” is perceived as the Cultural Town, the Town of Intangible Cultural Heritage as well as the Town of Hunan International Museum.

 

It is noted that the Belt and Road International Cultural Industrial Park is an eco-friendly project with low energy consumption. It not only promotes the Hunan culture, boosts economy growth, enhances employment opportunities, but also enriches people’s cultural lives and introduces the international resources of the SRCIC to Changsha. Therefore, it’s of significant importance in opening up the channels of communication between Changsha and business community, inter alia, overseas industrial parks in the Silk Road countries.
